Why this research matters
This important work addresses one of the most crucial dimensions of systemic industrial symbiosis: effective stakeholder engagement. The authors present the FRONTIER framework, a structured approach for involving key stakeholders – Industry, Academia, Society, and Policy – in the successful design and implementation of Hubs for Circularity (H4C).
By analysing the drivers, barriers, and enablers of H4C initiatives and aligning success factors with the Sustainable Development Goals (SDGs), the study offers a powerful tool for project developers, researchers, and policymakers working towards a circular and sustainable industrial future.
Relevance to IS2H4C
The IS2H4C project aims to scale up industrial symbiosis into Hubs for Circularity by deploying integrated technologies, community engagement, and governance innovation across Europe. This paper directly supports our mission by offering a validated and actionable framework to guide stakeholder involvement and evaluation, key components of systemic transformation.
It also sets the stage for future research avenues such as applying Societal Readiness Levels, social network analysis, and input–output modelling, to analyse IS2H4C’s broader benefits.
